Some of the things I'm thinking of doing/changing a purely technical level are to open things up. First is something I actually did at the turn of the year but didn't announce, and no one was creating characters so it didn't matter: Adren submissions. At the time I was still going to be keeping some sort of ratio going, but this is a small system. It's unnecessary. So first off:
Any character between Cliath and Adren can be submitted.
There's no ratio, we don't have to have a certain number of Cliaths so we can have Fosterns, we don't have to have a certain balance among all three. Play what you want. It's up to me to get creation guidelines for Adrens written up and posted, but that will be happening soon.
Another limitation that I don't see much ongoing value in are the restrictions on certain merits and flaws. You guys know which ones are overpowered and which ones aren't suitable for a non-crossover site, and I know that the vast majority of you are more interested in creatively hamstringing your characters rather than min/maxing them to hell and back. So:
Merits and Flaws are no longer considered Open/Limited/Restricted but will be approved or denied on a case-by-case basis.
Obviously some Merits and Flaws are either not applicable to our setting or are too complicated to use in an online, primarily freeform game, so those will probably be off the table. If every submission has a certain Merit or Flaw I'll just talk to players about it (e.g.: "Hey, there's already a lot of characters with X, so it won't necessarily have much impact in the game; do you want something else?").
I may also be changing/removing some of the Background caps and limitations, but I need to take a closer look at those.
Some changes I won't be making, at least not right away: still no Red Talons, lupus characters, Stargazers, Ronin and non-Nation tribes, supernatural Kinfolk, Changing Breeds.
The reason I am not posting this in the Announcements thread in the WtA OOC forum is because this is still a discussion; if you care very strongly one way or the other about anything, speak up. As before, if you don't feel comfortable doing it publicly, just send me an email. Also, if you have an idea for a character, don't wait on anything new to go up in the system pages to submit them, unless you're really wanting to play an Adren and you need to know how many points you get.
